Job Description Job Description JOB SUMMARY: The HCV SEMAP
Analyst is responsible for ensuring regulatory compliance,
performance monitoring, and continuous improvement of the Housing
Choice Voucher Program in accordance with HUD regulations, SEMAP
requirements, and agency policies and procedures. This position
serves as a key analytical, quality control, and audit-readiness
function, coordinating internal monitoring, corrective actions,
staff technical support, and performance reporting across all SEMAP
indicators and related HCV program activities. The Analyst works
collaboratively with management, specialists, inspections,
eligibility, and agency departments to protect program integrity,
maximize funding utilization, and support successful HUD outcomes.
ESSENTIAL JOB FUNCTIONS: The essential functions of the position
include, but are not limited to, the following: Program Compliance
& SEMAP Performance 1. Monitor, analyze, and report on all SEMAP
indicators to ensure full compliance and optimal program
performance. 2. Monitor overall program administration to ensure
adherence to HUD regulations, SEMAP standards and GDPM SOPs. 3.
Research and interpret HUD regulations, CFRs, PIH Notices, and
guidance; translate requirements into operational practices. 4.
Support agency readiness for HUD reviews and monitoring visits. 5.
Monitor specific compliance related to: o Waiting list management
and selection procedures ? Track waiting list documentation,
preferences, and selection order to ensure EOE compliance with HUD
and GDPM Admin Plan. o Rent reasonableness determinations ?
Coordinate with HCV staff to monitor rent reasonableness
determinations for timeliness and regulatory compliance. ? Review
tracking reports and quality control summaries. o Determination of
Adjusted Income ? Coordinate with HCV staff to monitor compliance
related to income determinations. ? Review quality control reports
and audit findings related to income calculations. o Utility
allowance schedules ? Coordinate implementation and monitoring of
annual utility allowance schedule. o NSPIRE and quality control
inspections ? Coordinate with HCV staff to ensure required HQS
quality control inspections are conducted. ? Monitor documentation
and follow-up related to failed quality control inspections. o
Lease-up rates, turnover projections, and voucher utilization ?
Monitor lease-up rates and voucher utilization to ensure SEMAP
compliance. o Family Self-Sufficiency (FSS) program compliance and
escrow reviews ? Coordinate with FSS staff to ensure timely and
accurate reporting. o HAP accuracy and error-rate reduction ?
Coordinate with HCV staff to monitor SEMAP requirements related to
HAP accuracy. ? Review quality control summaries, audit findings,
and error-rate reports. o Correct Calculation of HAP ? Coordinate
with HCV Compliance staff to monitor SEMAP requirements related to
HAP accuracy. ? Review quality control summaries, audit findings,
and error-rate reports. o Annual Reexaminations ? Assist with
monitoring timeliness and completion rates for annual and interim
reexaminations. ? Review reports identifying overdue or pending
actions. o Pre-Contract Inspections ? Monitor timeliness of initial
inspections prior to HAP contract execution. ? Track delays and
inspection outcomes. o Expanding Housing Opportunities ? Monitor
actions related to expanding housing opportunities, including
deconcentration and fair housing initiatives. ? Track documentation
supporting compliance. o Payment standards implementation ? Monitor
implementation of HUD-approved payment standards. ? Track updates,
approvals, and application across the program. Corrective Actions
6. Identify deviations from required compliance and/or SOPs,
coordinate corrective actions and report to Senior Manager. 7.
Track compliance findings, error reports (EIV, PIC), corrective
action plans, deadlines, and resolutions. 8. Analyze trends,
identify systemic risks, and recommend corrective and preventive
actions. 9. Support internal and external audits, monitoring
reviews, and compliance assessments. EOE Data Analysis, Reporting &
Program Support 10. Analyze SEMAP data and HUD system reports
monthly; prepare and publish performance summaries and management
reports on a monthly basis. 11. Maintain SEMAP monthly exhibits and
supporting documentation; track deadlines, findings, and corrective
actions. 12. Coordinate preparation, documentation, and submission
of the annual SEMAP certification for Senior Manager review and
submission. 13. Prepare written reports, summaries, and
recommendations for management. 14. Assist management with special
projects, performance initiatives, and critical reporting.
Professional & Administrative Responsibilities 15. Maintain
confidentiality and integrity of participant and agency records.
16. Apply HUD, federal, state, and local regulations to daily work
activities. 17. Maintain accurate documentation and complete
required reports timely. 18. Maintain regular, in-person
attendance. 19. Perform other related duties as assigned.
SUPERVISORY RESPONSIBILITIES: None required. WORK ENVIRONMENT:
Typical office environment, with minimal exposure to excessive
noise or adverse environmental issues. PREFERRED QUALIFICATIONS AND
REQUIREMENTS: 1. Hold a minimum of an Associate’s degree from an
accredited institution plus and/or three to five years’ experience
in a structured office environment or public or housing choice
voucher housing administration. 2. Hold (or obtain) and maintain
knowledge of Housing Choice Voucher Administration Plan and
regulations and HUD Recertification requirements and regulations.
3. Hold Rent Calculation Certification. 4. Have proficiency in
Microsoft Office applications. 5. Able to communicate clearly and
precisely, both orally and in writing. 6. Able to meet the
following physical requirements with or without reasonable
accommodation: a. Use hands to manipulate, handle, feel and control
items or equipment; b. Reach with hands and arms; c. Talk and hear;
d. See and be able to read, write, and interpret text, spreadsheet,
and graphical documents; e. Occasionally lift and move objects
